WITH OVER 15 YEARS’ EXPERIENCE IN THE PLANNING INDUSTRY, EMMA PROVIDES SOUND ADVICE AND BALANCED OUTCOMES FOR HER CLIENTS.

Emma started at 4Sight in January 2019, joining the Dunedin team as a Senior Planning and Policy Consultant. Emma graduated with a Master of Regional and Resource Planning (with Distinction) and a Bachelor of Arts from Otago University, and is a Full Member of the NZPI.

 

Before joining the 4Sight team, Emma worked as a Senior Policy Analyst at the Otago Regional Council, where she primarily worked on plan changes to set minimum flows and allocation limits in rivers, as well as other projects including the Regional Policy Statement and Plan Change 6A (Water Quality).  A key aspect of this role was extensive consultation with Iwi, local communities and special interest groups. Prior to this, she spent five years in Auckland at a planning consultancy where she worked on planning applications for a range of private clients, as well as processing complex urban land use consents on behalf of several councils, including preparation and presentation of expert evidence to councils.

 

Emma has recently been involved with preparing a variety of resource consent applications for residential development and subdivision within Dunedin, ranging from rural residential subdivision to large scale apartment buildings. Emma also has extensive experience processing complex resource consent applications, including recently processing several notified applications on behalf of Dunedin City Council, Central Otago District Council and Southland District Council. Emma has experience in Local Government hearings, Environment Court mediation and presenting evidence at the Environment Court. Emma has also recently been involved with several policy projects, including plan review, evaluation of a proposed Special Purpose Zone and managing a designation rollover process as part of a District Plan review.

A mum to three young children, she loves getting out and about with the family, particularly trips to the beach, bush walks and camping trips, where the kids can explore and develop a passion for the environment.
