Jerome has over 15 years’ planning experience in central government, local government and the private sector. He has a proven track record delivering quality work within tight timeframes and successfully managing a wide range of policy and planning projects.
Jerome’s key area of expertise is policy development for local and central government. Over the past few years, Jerome has been actively involved in central government’s national direction work programmes. This includes close involvement in the National Environment Standards for Telecommunication Facilities and Plantation Forestry, and the proposed National Policy Statements for Indigenous Biodiversity and Highly Productive Land. Through these projects, Jerome has been closely involved in policy development, engaging with stakeholders, submission analysis and reporting, and Ministerial briefings and correspondence. He has led the preparation of several section 32 evaluations and developed comprehensive implementation guidance. His policy work for central government has also included a large number of RMA research/plan review projects, including a number of projects relating to the National Planning Standards. He has proven experience collecting quantitative and qualitative evidence, data analysis and reporting to inform policy development.
Jerome has proven experience working with local government on policy projects that span the full Schedule 1 RMA process from initial scoping through to Environment Court mediation and hearings. This includes work on the Wellington Proposed Natural Resource Plan, Kāpiti Coast District Plan, Porirua District Plan, Queenstown Lakes District Plan, Otago Regional Policy Statement, Thames Coromandel District Plan, Auckland Unitary Plan, Gisborne Freshwater Plan and Tairāwhiti Resource Management in a range of policy roles. Jerome’s policy expertise is complemented by his experience gaining resource consents for private and public clients.
Prior to joining 4Sight in 2012, Jerome worked for the Ministry for the Environment, Te Puni Kōkiri, Hill Young Cooper and Auckland Regional Council.
