DAVID’S EXTENSIVE EXPERIENCE IN THE FIELD MAKES HIM AN INTEGRAL PART OF THE 4SIGHT TEAM

With over 30 years’ experience in New Zealand’s planning system, David’s expertise lie in planning and resource management consenting and providing policy advice to a range of public and private sector clients.

A Principal Planning Consultant at 4Sight, he was previously a director at Burton Planning Consultants between 2003 and 2018, where he worked alongside a range of infrastructure clients predominantly within the oil, gas and energy sectors advising on various planning projects and policy matters, preparation of consent applications, AEEs, designations, policy analysis, submissions and appeals.

His work in the oil industry has spanned over 25 years making him a specialist in this field. This work has included numerous resource consent applications (district and regional) and planning issues, including risk matters, for oil storage terminals in Bluff, Timaru, Lyttelton, Nelson, Wellington, Napier, New Plymouth, Tauranga, Auckland, Marsden Point and Wiri. He has also provided planning and policy advice to the Oil Industry Environmental Working Group. Specialist matters addressed often include hazardous substances, contaminated land, earthworks, air quality, freshwater, stormwater, natural hazards, coastal provisions, zoning matters and various performance-based provisions. David has also been involved in the development of a number of industry related guidelines.

Prior to moving into consultancy in 1995, David held a number of roles within the public sector providing policy and planning advice, monitoring responses to Government policies, flood management, geothermal management and coastal development. In consultancy he continued with that work stream, including being involved in the development of the NES for Electricity Transmission and Contaminated Soils.
